Environment Ohio Releases Wind Energy Report

The Environment Ohio Research and Policy Center released its report, Energizing Ohio's Economy: Creating Jobs and Reducing Pollution with Wind Power, that advocates adoption of a renewable electricity standard (RES) of 20 percent of Ohio retail electricity sales by 2020. The report finds wind energy would create jobs, create economic growth, benefit rural areas, reduce pollution, prepare Ohio for a future cap on global warming pollution and protect Ohio's economy from the rising cost of fossil fuels.Amy Gomberg, environmental advocate with Environment Ohio and one of the report's authors, said, "A 20 percent commitment to wind energy by 2020 would result in a:(Net) gain of 40,000 person-years of employment,Additional $3.7 billion in wages paid,Increase the Ohio gross state product by $8.2 billion,Generate up to $1.5 billion dollars in property taxes to county governments,Supplement rural landowner' income by $200 million dollars, andAvoid 170 million metric tons of global warming pollution (C02), which is equivalent to taking over two million cars off the road.Another author, Travis Madsen of Frontier Group, said the job gains would occur mainly in manufacturing, construction, and banking and finance with losses spread out among some other sectors. Joining Environment Ohio in support of the report were David Champagne, manager of wind energy for The Minster Machine Company; Jeff Jacobs, technical sales manager for Honeywell-Urbana; Dave Caldwell, assistant to the director of the United Steelworkers; Tim Burga, chief of staff for the AFL-CIO; Ryan Lippe, senior communications specialist, and Wilson Gonzales, senior regulatory analyst, of the Ohio Consumers' Counsel; Geoff Greenfield, president of Third Sun Solar and Wind Power Ltd.; and Ellen Hawkey, conservation program manager for the Sierra Club Ohio Chapter.Erin Bowser, the report's third author, also with Environment Ohio, said, "Currently 25 other states in the U.S. have passed RES's and are making them stronger every day. The model exists; it is not complicated; and there is a window of opportunity." Greenfield added, "Time is of the essence; manufacturers are looking to site facilities, and if Ohio doesn't act (with incentives as well as RES's) they will go elsewhere."Ohio Consumers' Counsel Janine Migden-Ostrander was quoted as saying, "With stronger environmental regulations on the horizon and the increasing costs of fossil fuels, renewable energy and efficiency programs are all the more attractive to ratepayers. Choices we make today will affect the electric prices and environmental quality of our future generations. Residential consumers need the long-term benefits of Ohio's untapped renewable energy potential coupled with energy efficiency programs that would lessen our demand for electricity." Burga stated, "We believe that an energy plan for Ohio should be an integrated policy, including a unique standard for renewable energy sources such as wind. This will be a catalyst for creating the much needed sustainable jobs in Ohio." Hawkey said, "Ohio is ranked as the fourth largest emitter of global warming C02 pollution in the country. As Congress considers global warming pollution limits, Ohio needs to diversify our energy resources by investing in energy efficiency technologies and renewable energy sources." In response to criticism that wind energy is not reliable for either base load or peaking power, Gomberg told Hannah News, "We want wind to be part of a diversified energy package for Ohio, combined with solar, clean biomass, geothermal, hydroelectric and conventional sources." Travis added that a Minnesota study shows wind can supply afourth of Minnesota's electricity without storage; borne out by experience in Denmark.Asked about Gov. Ted Strickland's consideration of an advanced energy portfolio standard that would include clean coal and nuclear, Gomberg said Ohio would be the first and urged the governor to carve out separate tiers for renewables andkeep advanced energy separate.

A heightened commitment to wind power in Ohio could create more than 3,000 jobs, boost the state's economic output, generate more property taxes for county governments and help rural landowners, says a report released Thursday by an environmental advocacy group. To achieve all that, Environment Ohio wants state lawmakers to adopt a policy that would require Ohio's electricity mix to include at least 20 percent renewable energy by 2020, said Amy Gomberg, an advocate with the Columbus-based group that published the report. Environment Ohio wants that renewable energy provision to be part

Ohio Needs to Adopt a Strong Renewable Portfolio Standard

Ohio’s energy future is up for grabs, and for the first time renewable energy resourcesare at the table. Ohio has the technological know-how, manufacturing base and renewable potential to kick our addiction to expensive out-of-state energy sources and become more energy independent. Committing to renewable energy will decrease our dependence on fossil fuels, create jobs, secure our economy, revitalize rural Ohio and provide a healthier and cleaner planet for future generations.Currently, Ohio burns enough coal to supply 87 percent of our electric needs, yet overhalf of this coal is imported from other states. Not only are we spending billions of dollars to import expensive energy resources, but the use of these fossil fuels deteriorates our air quality with polluting soot, smog and mercury emissions. Wind turbines and solar panels produce energy without using any polluting fuels orleaving behind any toxic emissions or waste. Fortunately, across the vast plains of northern Ohio, through much of central Ohio and on and off the shores of Lake Erie there is substantial wind energy potential. In fact, the U.S. Department of Energy’s newly approved wind maps of Ohio reveal that by harnessing only a portion of our state’s wind resources, Ohio can generate at least 10-20 percent of our electricity. Ohio’s solar, geothermal, and biomass resources can also contribute to a sustainable energy future for Ohio.Ohio has the infrastructure to be a leading manufacturer of renewable energy technologies. Investing in the development of Ohio’s own homegrown wind energy would create manufacturing jobs, grow local business and attract new businesses to the state. Ohio stands to gain 13,000 manufacturing jobs with increased investment in wind power, more than any other state besides California. We could gain a total of 22,000 jobs from investment in renewable energy as a whole. Wind developers pay landowners as much as $4,000 to $8,000 per year for each wind turbine. A wind farm with 4 turbines (like Bowling Green, Ohio), can add an additional $16,000 to $32,000 of income to a rural landowner. Ohio needs to enact a Renewable Portfolio Standard (RPS). Twenty-three states have passed a RPS, committing a certain percent of their state’s energy to renewable energy resources. It is important that Ohio gets on-board with renewable energy in order to stay competitive in this growing market. Now is the time to contact Gov. Ted Strickland and your state legislators urging them to support a RPS for Ohio. With your help, we can pass a RPS in Ohio that will require at least 20 percent of ourelectricity to come from renewable energy resources by 2020. Here is what is on thelegislative Road Map: • State Rep. Robert Hagan (D-Youngstown) introduced a RPS (HR 76) earlier this year.• State Rep. Jim McGregor (R-Franklin), who is the chairman of the Alternative EnergyCommittee, plans to introduce a RPS this fall. • State Rep. Mike Skindell (D-Lakewood) plans to introduce a RPS this fall.ALL OF THESE BILLS NEED YOUR SUPPORT!Contact Gov. Strickland at 614-644-4357 or http://apps.das.ohio.gov/govpublic/contact.aspx and let him know you support a RPS of 20 percent by 2020 that will put Ohio in theforefront of the renewable energy market. Contact your State Representative by calling 800-282-0253 or find your staterepresentative by entering your zip code at www.house.state.oh.us/jsps/Representatives.jsp or state Senator at www.senate.state.oh.us/senatorsFor more information contact Amy Gomberg at Environment Ohio,614.460.8732; agomberg@environmentohio.org; www.environmentohio.org.
